There's a few that offer darknet S2S federation. Probably the biggest is Digdeeper's server. However, due to the lack of official support of "darknet" modules with Prosody, the connections are not always reliable.

A few other darknet capable servers include Discordia, Wirlio and PatchySICP. All of those offer Tor, a couple of them offer I2P (working state unclear). If you poke around a bit you might find one or two others. Unfortunately the user base for darknet XMPP is pretty small, so therefore the support is as well. I think it could be brought forward by a concerted development effort with a focus on high connection reliability, but this is a project for after the current project(s) get finished!
